Perdido Key Habitat Conservation Plan (HCP) and Environmental Assessment (EA)

Purpose
Escambia County is applying to the U.S. Fish and Wildlife Service to authorize the incidental take of Perdido Key beach mice (PKBM) in association with private development, certain improvements within County properties and right of way, and public infrastructure improvements to meet community needs. The HCP will also include conservation measures covering four (4) nesting sea turtle species (loggerhead, green, leatherback, and Kemp’s Ridley sea turtles) and the non-breeding piping plover. HCP.

Activity NOT covered under the HCP

This HCP does not cover or include improvements to State Road 292 except for impacts directly associated with developments adjacent to State Road 292, i.e. turn lanes, driveways and utility
improvements.

Benefits

The primary benefits of the HCP include the following:

  • Reduction of permitting timelines – currently a Section 10 consultation through USFWS is expected to take 2 ½ years to complete the process.  Through the HCP permitting will occur through the “normal” county permit process.
  • Predictability of permitting – the HCP and associated Incidental Take permit will provide sufficient guidance to remove much of the mystery involved in listed species permitting and improve the ability of existing landowners and potential investors the ability to determine the viability of conceptual projects.
  • Comprehensive approach to protection of listed species consistent with the Endangered Species Act including conservation measures to minimize impacts and uniform mitigation strategies for unavoidable impacts.
