Road Resurfacing

Escambia County is leading the way in pavement preservation and has implemented new preservation techniques such as Hot-in-place Recycling. Hot-in-place recycling (H.I.P.) is a process in which the existing asphalt is heated, scarified, a rejuvenator is added, mixed and re-laid. In a single pass, the material is recycled, laid back down and a new wearing surface is added. By utilizing this process, traffic delays due to construction are greatly diminished and there is less build-up of material on curb-and-gutter streets. The cost of the H.I.P. process is considerably less than traditional paving.

Escambia County Engineering utilizes a computer software program (Cartegraph Pavement Management System), which assigns each road an Overall Condition rating based on a bi-annual inspection. Each road is inspected for 16 different distresses and 8 different ratings. These distresses and ratings are quantified and the data is entered into the Pavement Management System. Using sophisticated algorithms, the program then assigns each road segment an Overall Condition Index on a 0-100 scale with 0 being the worst and 100 being the best. Engineering’s resurfacing team then takes a worst first approach and drafts a resurfacing list based on the OCI ratings. The roads with an OCI rating of 60 or below are given priority for hot mix asphalt resurfacing.
