PROCEDURES FOR OBTAINING PERMITS:
Land Disturbance, Tree
Removal, and Sand/Fill Permits
are all addressed on the same application. All applications
need a site address, property reference number, and
contact information for the owner/agent for reference
by NESD staff. Each application should include detailed
description of proposed activities on the property/parcel.
Applications need an original signature of the applicant
and a site map or attached drawing of proposed activities.
Applications are addressed in the order submitted
and NESD staff will contact the applicant if any additional
information is needed concerning the project. At the
completion of the permitting process, someone from
NESD office will contact the applicant for permit
pickup. Fees are required for permits and will be
collected at time of permit pickup. All permits and
NESD comments must be kept onsite for the duration
all of permitted activities.

Tree Removal Permit Procedure:
1) Complete a Land & Tree Management Permit. Application
available on the Internet or NESD offices. Return
to 1190 West Leonard Street. Be sure to state on site
plan all proposed tree removal activities.
2) NESD staff will make a site visit to the parcel.
Visits are scheduled in order of applications received.
3) NESD staff will determine if proposed tree removal
activities are permittable under Escambia County’s
Land Development Code (LDC).
4) If mitigation is required for tree removal, the
applicant will be contacted and informed of the options
of tree mitigation.
5) If applicable, the applicant will submit a mitigation
plan to NESD for recommendation for approval.
6) After approval, permit application is then entered
into a database and the applicant is contacted for
permit pickup.
7) Fees will be assessed and explained to the applicant.
Fees are due at time of permit pickup.
Tree Protection Standards can be referenced in Article
7 of the Escambia County LDC and/or the FAQ section
on the Tree Ordinance.

activities.
2) NESD staff will make a site visit to the parcel
in order of application received.
3) NESD staff will determine if proposed land disturbance
activities are permittable under Escambia County’s
Land Development Code (LDC).
4) After approval, permit application is then entered
into a database and the applicant is contacted for
permit pickup and fee payment.
Sand Permit for Santa Rosa
Island and Perdido Key:
1) Obtain a Land & Tree Management Permit available
on the Internet or NESD, complete application, and
return at 1190 West Leonard Street along with a sample
of the sand to be placed on the site.
2) NESD staff will make a site visit to the parcel
in order of application received. Sand will be evaluated
to match criteria for permitted sand to be placed
on Perdido Key and/or Santa Rosa Island.
3) If sand is not found to match criteria for placement,
the applicant will be contacted and asked to submit
another sample to NESD for review.
4) NESD staff will determine if proposed sand placement
activities are permittable under Escambia County’s
Land Development Code (LDC).
5) After approval, permit application is then entered
into a database and the applicant is contacted for
permit pickup and fee payment.

Information
to Build 'Private' Artificial Reefs
Two
Large Area Artificial Reef Sites (LAARS) were permitted
to Florida Fish and Wildlife Conservation Commission
(FWC) by US Army Corps of Engineers.
As
"Designated Agent" for FWC, Escambia County
Marine Resources Division Chief (Robert Turpin) performs
reef materials inspections and other duties pursuant
to the Army Corps' permit.

information regarding allowable materials, inspection,
and other Army Corps requirements.
