Rezoning Hearing Examiner
(RHE)
The
Board of County Commissioners (BCC) established the
office of the Rezoning Hearing Examiner (RHE) on April
3, 1996 by Ordinance 96-7. The process was codified
in the Land Development Code (LDC) of Escambia County
on October 31, 1996 by Ordinance 96-42. The
RHE is appointed by the BCC to hear all applications
for rezonings requiring a quasi-judicial hearing.
After hearing the case, the RHE makes a written recommendation
to the BCC setting forth findings of fact and conclusions
of law for either approval, approval with modification,
or denial of the rezoning.
