Board of County Commissioners

The Board is the governing body of the County. It has legislative, executive, and quasi-judicial powers. The legislative authority, derived from powers delegated to it by the state legislature, is exercised through the enactment of ordinances and resolutions. It exercises its executive authority by setting policy and, through the County Administrator, giving direction to County departments, commissions, and agencies. Judicial powers include passing on claims against the County, and serving in a review capacity in a wide variety of appeals. The five members of the Board of County Commissioners are elected from districts to serve four-year staggered terms.

Administrative Services

Administrative Services is responsible for managing the county internal budget and the administration of the Bob Sikes Toll Brides and contracts with the Pensacola Civic Center, ECAT and the Public Health Department. Additionally, Administrative Services manages the county Municipal Services Benefit Units (MSBU) including Fire protection and Santa Rosa Island MSBU’s and customer service.

Animal Regulation & Control

Escambia County Animal Regulation and Control is a division of the Escambia County Public Safety Department, which provides animal control services to all residents of Escambia County including the City of Pensacola and the City of Gulf Breeze. Though most situations involve dogs and cats, this office often assists with other animal issues or can provide referral recommendations to others animalrelated organizations including the Florida Fish and Wildlife Conservation Commission, the Wildlife Sanctuary of Northwest Florida, and the Sheriff's Livestock Officer.

The County Attorney is appointed by the Escambia County Board of County Commissioners as the chief legal counsel to the County to protect the interests of Escambia County in all legal matters. This office represents the county, the county commission, the county administrator, the department heads, all departments and divisions of the county, all boards, committees, agencies, and authorities in all legal matters affecting the county.

Building Inspections

The Office of Building Inspections conducts plan-checking and inspection services to insure the integrity of all new buildings and major improvements to existing structures built in the unincorporated area of the county to ensure that all residential and commercial construction is in compliance with state and local building requirements. This office also facilitates completion of new development applications, provides the issuance of building permits, issues and regulates contractor licenses, enforces local building codes and polices unpermitted or unlicensed building activity.

Community Services

Community Corrections

Environmental Code Enforcement

The Department of Environmental Code Enforcement enforces a number of codes and regulations geared toward protecting the environment and quality of life in Escambia County. This department investigates environmental issues in response to complaints filed by citizens about various conditions and activities within their neighborhoods.

Extension Services

Escambia County Extension provides practical, how-to education based on scientific research conducted by the University of Florida. Topics on which we provide educational programs include agriculture, marine sciences, family and consumer sciences, horticulture, natural resources and water quality, energy and windstorm protection, 4-H and other youth programs.

Fire-Rescue

Geographic Information Systems

The Geographic Information Systems (GIS) Office prepares maps of the county using field-collected data. Maps and data combined can be used, compared to each other to assist in the decision making process for local government, developers, utilities and a wide variety of other agencies. The GIS office is also responsible for assigning addresses in the County.

Grants Coordinator

The Escambia County Grants Coordinator assists county departments, the county administrator, and the Board of Commissioners with researching and obtaining federal and state grants to assist with county government operations. The grants coordinator develops grant applications for funding, and, if they are successfully funded, the respective county department is responsible for project implementation.

Information Technology

Parks & Recreation

The Parks and Recreation Department maintains property throughout Escambia County, that includes athletic fields and parks, developed neighborhood parks, undeveloped open space parks, community centers, beach access parks, boat launch areas, Pensacola Bay Bridge Fishing Pier, median areas throughout the County, Equestrian Centers, a camping facility at Lake Stone and joint use agreements with elementary schools for use and maintenance of playground facilities.

The Planning and Zoning Department administers the Escambia County Comprehensive Plan and Land Development Code. Divisions in this department include development services, long range planning and various sections including development plan processing and review (subdivisions and site plans), rezoning requests, Board of Adjustment (variances and conditional use), Planning Board and general zoning and land development code/land use information.

Public Safety

The Department of Public Safety provides professional assistance required for managing all emergencies/disasters. In addition to providing guidance to the community on emergency preparation, response, and recovery, Public Safety provides 24-hour coverage for E-911 communications and pre-hospital care and transportation of sick and injured persons.
