Needs a Solid Waste Management Permit or Franchise
Agreement?
The
Escambia County Code of Ordinances, Chapter 82, Section
82-101(a) states that:
“All
solid waste generated or otherwise found within the
county shall be managed by persons holding valid permits
for such activity, granted in accordance with this
chapter, except as provided in this section…”
Therefore,
businesses that wish to engage in collection, transportation,
and disposal of waste or debris must obtain a Solid
Waste Management permit prior to
commencing operations in Escambia County. Companies
engaged in the business of collecting and disposing
of commercial solid waste are required to obtain a
Non-Exclusive
Long Term Franchise Agreement in addition to the Solid
Waste Management Permit.
The
following questions may help you decide whether your
business needs a permit and/or a franchise agreement:
Does
your company presently, or at some time in the future,
plan to engage in the business of collecting and
hauling of construction & demolition debris
generated by another person or entity?

If you answered “yes” to this question, you need
to obtain a Solid Waste Management Permit.
Does
your company presently, or at some time in the future,
plan to engage in the business of collecting and
hauling of hazardous waste or special waste, such
as sludge and waste oil?

If you answered “yes” to this question, you need
to obtain a Solid Management Permit.
Does
your company presently, or at some time in the future,
plan to engage in the business of collecting and
hauling of commercial solid waste? Commercial Solid
Waste includes any garbage, bulky waste, trash or
yard waste that is not residential solid waste.
Examples of commercial solid waste include industrial
waste, as well as waste generated by stores, offices,
hotels, and apartments having six or more residential
units?
- If you answered "yes" to this question, you need to execute a Franchise Agreement in addition to obtaining your Solid Waste Permit.
