John served over 23 years in the United States Navy, retiring as a Senior Chief Yeoman. After his retirement from the Navy, he held positions in Human Resources in various capacities before joining Escambia County in 2000. He holds a Bachelor’s Degree in business administration from the University of Maryland, College Park and a Master’s degree in human resources management from Marymount University.
John has managed the Employee Benefits/Retirement Section in the Human Resources Department of the Escambia County BCC since 2000. He oversees all aspects of employee benefits and retirement for over 2,100 employees and 1,000 retirees, including health and dental insurance, COBRA, retirement, flexible benefits, deferred compensation plans, voluntary insurances, vision care insurance, long term disability, Sick Leave Pool, Affordable Care Act, Annual Leave Donation program and the Employee Health Clinic.
